The U.S. and Iran, however, have taken steps in recent days apparently designed to ease tensions. Iran has agreed to host a delegation of United Nations nuclear inspectors this month. The U.S., meanwhile, has twice this month rescued Iranian sailors in the region's seas.

Mr. ElBaradei's statement on Saturday marks the highest-profile censure of the military's governance since a leading group of generals, the Supreme Council of the Armed Forces, or SCAF, assumed power from President Hosni Mubarak when he stepped down amid nationwide protests nearly one year ago.

A senior State Department official said getting Myanmar to sever military ties with North Korea is a "primary focus" of discussions with the Myanmar government. Ending the trade in missiles between Pyongyang and Naypyitaw will be one key mission for Tom Countryman, the top nonproliferation official in the State Department, who will visit Myanmar shortly.

Five helicopters, from the coast guard, navy and air force, took turns airlifting survivors and ferrying them to safely. A coast guard member was airlifted aboard the vessel to help people get aboard a small basket so they could be hoisted up to the helicopter, said Capt. Cosimo Nicastro, another Coast Guard official.
